Summary:

The Client within the Comapany is seeking a Senior Systems Analyst for Pharmacy System. The person hired for this position should have System Analysis experience supporting all phases of a Software Development Lifecycle for Enterprise Application including but not limited to: requirements, design, development, testing and implementation.

The Pharmacy System, MassRx, is a claims processing and rebate system, which processes around 26 million claims. The system generates around 1.6 billion in pharmacy payments to our Fee-For-Service Providers and another 1.6 billion in rebates returned to MassHealth from drug manufactures on our Fee-For-Service and Managed Care drug spend.

The person hired will be working closely with the MassHealth IT Director and Director of Pharmacy Technology and Informatics for MassHealth as working with broader MassHealth, EHS-IT, and ForHealth teams supporting MassHealth and the Pharmacy Unit. Person is able to work in a matrix organization.

The Client is looking for a well-organized, result driven candidate who possesses leadership qualities. The ideal candidate will have extensive experience with pharmacy claims, National Council for Prescription Drug Programs (NCPDP) standards, and contracting/vendor management. This role requires a proactive individual who can lead system changes and enhancements, ensuring the integrity and efficiency of our processes.

JOB DUTIES AND RESPONSIBILITIES:

Y Lead the development, implementation, and maintenance of the pharmacy claims processing and rebating system enhancements.

Y Be accountable for the full Software Development Life Cycle (SDLC) for system changes, including requirements gathering, design, development, testing, and deployment for assigned tickets.

Y Write and manage change orders, ensuring all changes are documented and approved by stakeholders.

Y Prioritize system change requests through meetings with end users and monitors programming development to ensure that implementation time frames are met.

Y Prepares status reports for end users.

Y Create Requirements documentation for all system enhancements.

Y Create and assist staff in developing detailed design documents and technical specifications based on user requirements and use cases.

Y Analyze software development deliverables such as requirement documents, detailed design documents and use cases for thoroughness and detail.

Y Ensure system reliability, performance, and scalability.

Y Conduct system maintenance, updates, and optimizations.

Y Develop and execute comprehensive test plans to ensure system changes meet requirements and maintain system integrity.

Y Identify production problems and develop problem resolution and error correction strategies.

Y Resolve system issues by working closely with development and support teams.

Y Apply in-depth knowledge of pharmacy claims processing and NCPDP standards to system development and troubleshooting.

Y Ensure compliance with relevant regulations and standards.

Y Collaborate with internal and external stakeholders to understand business needs and translate them into technical requirements in a multi-agency environment.

Y Coordinate work with peers, managers, and Development Team to ensure timely and error free operation and modification of the Pharmacy System.

Y Provide technical guidance and support to other team members and departments.

Y Act as Subject Matter Expert of the system to meet specific needs and give advice to teams.

Y Maintain comprehensive documentation for system processes, changes, and enhancements.

Y Provide training and support to users and stakeholders on system functionality and changes.

Y Review changes in State and Federal regulations to determine the impact on existing systems and recommends system modifications to accommodate these changes.

Y Support procurement activities such as writing technical requirement and reviewing/scoring responses.

Preferred Qualifications:

Y Bachelor's degree in computer science, Information Systems, or a related field.

Y At least 7 years of experience in a systems analyst role, with a focus on claims processing.

Y Knowledge and experience using the National Council for Prescription Drug Programs (NCPDP) standards.

Y Experience working on 24/7 systems.

Y Proven experience in leading system changes and managing the full SDLC.

Y Highly analytical, with the ability to independently analyze, document findings and recommend solutions.

Y Diagnostic and problem-solving skills.

Y Excellent attention to detail.

Y Strong communication skills, with the ability to convey technical information to non-technical stakeholders.

Y Demonstrated ability to work independently, as well as within project teams, providing relevant system analysis services.

Y Excellent interpersonal skills necessary to interact effectively with project managers, developers, business analysts, systems analysts, SQA analysts, business users/stakeholders, and data processing personnel of other agencies and companies.

Y Ability to work in a complex and dynamic environment, managing multiple priorities effectively.

Y Experience in Medicaid and Medicaid Rebating

Y Experience with system procurement and system implementation.

Y Experience with vendor management

Y Certification in relevant industry standards or technologies.
