Overview:
The System Administrator, Behavioral Health & Social Services directs the operations of and provides administrative and clinical leadership over all Memorial Behavioral Health activities and all inpatient Social Services. The System Administrator has the authority and accountability for planning, directing and coordinating all Memorial Behavioral Health matters to achieve customer-responsive, cost-effective, and high-quality patient care services. Working in conjunction with the Chief Nursing Officer counsel of Memorial Health, directs the interdisciplinary inpatient social services functions across Memorial Health to aid in discharging, coordinating, and aligning care for hospitalized patients. Ensuring continued access to care for the behavioral health needs of the community, in a timely, safe, and cost-effective manner is a core goal for the System Administrator. This leadership position is accountable for establishing and maintaining strong professional relationships with all behavioral healthcare providers and hospital providers, as well as the communities associated with Memorial Behavioral Health. Qualifications:
Education:

Graduate from an accredited college or university with an advanced degree(s) in health care administration, public administration, business administration, social services or behavioral health field. 

 

Licensure/Certification/Registry:

Licensed Clinical Social Worker (LCSW) or Licensed Social Worker (LSW) or Licensed Clinical Professional Counselor (LCPC) or equivalent.

Experience:

Minimum of 10 years relevant health care management experience.

Demonstrated experience working effectively with state agencies, allied behavioral healthcare providers, and the community.

Responsibilities:
As System Administrator, Behavioral Health & Social Services, lead all operational aspects of Memorial Behavioral Health striving for improved access to needed behavioral health services following the STEEEP (safe, timely, effective, efficient, equitable and patient-centered) model and improved behavioral health outcomes while maintaining a balanced approach with financial stewardship for Memorial Health.

Lead the interdisciplinary inpatient social services teams across Memorial Health to ensure that hospitalized patients of Memorial Health are supported in their psychosocial health through their stay and past discharge. Creates systems of care that identify, evaluate, assess and develop plans to address social determinants of health and other patient/family/care-giver challenges that may impede safe, effective, efficient, and timely care delivery, discharge, and post care.

Through a vertically integrated system, create an accessible, integrated and accountable service delivery system that is designed to consolidate and flexibly deploy resources so as to provide a continuum of comprehensive, continuous, cost-effective, behavioral healthcare services to targeted individuals in regional communities. Integrate/coordinate Memorial Behavioral Health within regional and statewide public and private behavioral healthcare.

Integrate hospital social services and discharge processes to better address patients’ behavioral healthcare needs within the community.

Develop and implement marketing strategies and business plans to support behavioral healthcare programs.

Develop a coordinated/complimentary service network, integrating public and private sector funding streams.

Create model Behavioral Healthcare programs and initiatives and apply for MHS Foundation and State/Federal grants for demonstration projects.

Coordinate Memorial Health System's Employee Assistance contracts through Memorial Employee Assistance Program (MEAP).

Work with local partners around embedded behavioral healthcare including, local schools and universities, local physician practices, local emergency departments, and several other settings.

Work with the local justice system to better coordinate behavioral health crisis and recovery care through joint strategies and efforts.

Develop for Memorial Health System a long-term residential behavioral health strategy.

Develop a facility plan for modernizing Memorial Behavioral Health facilities.

Develop working relationships with MH functional managers and senior administration regarding strategic issues associated with area of responsibility.

Develop, implement and maintain appropriate Utilization Management/Quality Improvement programs for Behavioral Health services.

Participate in development of annual goals and objectives consistent with the MH strategic plan and monitor status of goal achievement throughout the year.

Ensure that programs and facilities are in compliance with all external regulatory agency standards as well as managed care payor requirements. Maintain CARF accreditation at MBH and JCAHO accreditation at Springfield Memorial Hospital.

Encourage professional and personal growth and motivation of staff including participation in continuing education programs, particularly in the areas of Community Health, Financial Stewardship and Continuous Quality Improvement.

Coordinate and participate in regional outreach initiatives and professionally related conferences, committees, and other activities inside and outside MH.

Maintain communication and cooperation with members of the medical staff in coordinating their activities within the Behavioral Health System.

Represent the administrative policies of Memorial Health in a positive, professional manner to all supervised employees.

Provide direct administrative oversight of the development, implementation and performance of the MBH and SMH Behavioral Health components of the Corporate Compliance Plan.

Facilitates the continual identification and evaluation of quality improvement opportunities and uses appropriate QI tools/techniques to identify potential solutions and adopt "best practices."
