CITY OF LOS ANGELES TASK ORDER SOLICITATION
The City of Los Angeles (City) seeks a Website Developer and Application Developer for the continued development and maintenance of the Economic and Workforce
Development Department's applications and public facing websites.
BACKGROUND
The Economic and Workforce Development Department (EWDD) aims to enhance its digital capabilities by adding a Website and Application Developer to the Department. With this strategic addition, EWDD will be able to further develop and maintain its public-facing websites and web applications, ensuring these platforms are not only
current but also innovative and highly functional. The inclusion of a dedicated developer will enable the department to efficiently meet its evolving business requirements for public and agency web postings and critical data reporting. This new role will significantly bolster EWDD's capacity to provide timely updates, implement new features, and uphold the highest standards of functionality and security. By investing in this expertise, EWDD will greatly improve its digital infrastructure, ultimately improving service delivery, stakeholder engagement, and compliance with regulatory standards.

GENERAL APPROACH & DELIVERABLES
The Website Developer will be responsible for creating, maintaining, and developing content for the EWDD and Workforce Development Board (WDB) websites, utilizing authoring languages, management tools, content creation tools, applications, and digital media. They will integrate data from various back-end services and databases and ensure timely updates to services, directives, information bulletins, bids/RFPs, agendas, meeting notices, and training schedules. The role involves producing and editing graphics, designing new program-specific sites, and ensuring a one- to two-day turnaround on most postings. Collaboration with the Communications team, including the Public Information Officer and graphic designer, is essential to promote critical programs.
Additionally, the consultant will develop and maintain web-based applications, optimizing them for maximum speed and usability. They will collaborate with back-end developers to improve usability, troubleshoot technical issues, and write functional requirements documents and guides. The consultant will maintain internal and external website security related to front-end development and provide data reporting for systems such as the Consolidated Plan, Contract Tracking System, Fiscal Review Management System, Financial Scorecard System, and Day Labor Program.
The consultant must navigate requests from internal and external clients, prioritize projects, and produce deliverables under tight deadlines. They will provide guidance and manage the expectations of non-technical staff regarding project execution within budget constraints.
DELIVERABLES Website Developer
We are seeking a skilled and motivated individual to take on the responsibilities of a Web Content Developer and User Experience (UX) Specialist. This role will play a crucial part in enhancing our digital presence, ensuring accessibility compliance, and delivering seamless user experiences across our websites.
Deliverable 1: Maintain EWDD and WDB public facing websites.
Content Creation and Upkeep:
Develop, maintain, and enhance content for our websites.
Craft effective, intuitive site and page navigation to improve user journeys.
Create visually appealing digital imagery, primarily for social media and web platforms, using industry-standard software.
ADA Accessibility and Consistency:
Ensure that all web pages adhere to ADA accessibility guidelines.
Align content with the City of Los Angeles' goals and objectives.
User Interface Design:
Design graphic elements for user interfaces, including menus, modules, and widgets.
Troubleshoot UX issues related to responsiveness, accessibility, and ease of use.
Deliverable 2: Collaborative Project Management
Work closely with EWDD's Public Information Officer and graphic designer to promote critical programs
Gather and evaluate user requirements from clients, users & stakeholders
Collaborate with external departments such as the Mayor's Office to support program initiatives
Deliverable 3: Web Application Platform Maintenance
Collaborate with Information Technology Agency (ITA) to EWDD & WDB to ensure websites meet City of Los Angeles guidelines and policies;
Maintain the operation of the EWDD hosted public facing websites, including web hosting configuration, software updates, patches, and version upgrades.
Implement robust security measures to safeguard our public-facing websites from external threats
QUALIFICATIONS Website Developer
4+ years' experience working with website and graphic design using Content Management Systems (CMS), HTML5, CSS and SCSS, and PHP
Strong background using Adobe Creative Suite applications, UI/UX Web User Interface Design, and Security Principles
Strong visual and verbal communication skills to effectively communicate website features, functionality, and design plans
Background in JavaScript, JQuery, Gantry5, Web Programming, Object-Oriented Design, Web Services (REST/SOAP), Multimedia Content Development and MySQL
