I. DESCRIPTION OF SERVICES

Texas Comptroller of Public Accounts requires the services of 1 Systems Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Comptroller of Public Accounts.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Comptroller of Public Accounts and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Comptroller of Public Accounts will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

As a Technical Business Analyst, the candidate must align information technology systems with business operations by analyzing, recommending, and developing innovative reporting solutions. The candidate will work with Information Technology and Business resources to Client, analyze, and inventory legacy reports including but not limited to SAS(Statistical Analysis System) routines. The position requires the ability to clearly document and communicate processes/requirements to both Business and Technical resources.

 

The Candidate duties include the following:

 

· Coordinate and facilitate business stakeholder meetings to Client, analyze, inventory, document legacy reports including, but not limited, to SAS routines.

· Collect and document requirements in organized manner

· Assist in the evaluation of technical solutions and make recommendations based on sound reasoning.

· Follow software development processes, prepare detailed technical documentation, and generate work estimates in an SDLC environment.

· Work both independently and as part of project team interacting with product owners, internal/external stakeholders, applications, and other Business Intelligence/Data Warehouse staff to Client, analyze, inventory, document and assist in implementing solution.

· Provide guidance and knowledge sharing to existing development staff.

III. TERMS OF SERVICE

Services are expected to start 07/23/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 280 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Comptroller of Public Accounts. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 111 E 17th Street Austin, Texas 78711. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Comptroller of Public Accounts will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Comptroller of Public Accounts.

V. OTHER SPECIAL REQUIREMENTS

Must be able to:

· work with Business Customers, Section Managers, Project Managers, Business Analysts and Subject Matter Experts (SMEs) in a professional and collaborative manner to design strategies and implementation approaches

· work with the Data Warehouse, Database Administration, and Business Intelligence Teams in a professional and collaborative manner to ensure that data models comply with organizational standards

· prepare all required artifacts accurately and in a timely fashion

· develop processes and procedures for Data Warehouse and Business Intelligence infrastructure

· work independently in a team environment with local and remote teams

Must possess

· strong written, verbal, and interpersonal communication skills

· knowledge of project management methodologies both traditional and Agile/Scrum

· problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary

Must perform work as assigned with limited supervision

Work Hours: Candidate must be available to work 8 to 5 Central Standard Time Alternative work hours must be pre-approved by the Direct Supervisor

Onsite Requirement: Candidate will be working hybrid with some remote work opportunities; regularly scheduled in-office days are required. Onsite and remote attendance will be directed/coordinated by the Direct Supervisor

Support Requirement: Candidate may be required to provide support to an on-call programmer.
