I. DESCRIPTION OF SERVICES

Texas Parks and Wildlife Department requires the services of 3 Systems Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Parks and Wildlife Department.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Parks and Wildlife Department and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Parks and Wildlife Department will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Under guidance of the project manager and leads, this systems analyst will be responsible for requirements gathering, facilitating the discovery process, working with product owners and subject matter experts to document functional requirements and acceptance criteria and communicates them to software development sprint teams through epics/features and user stories.

The analyst will need to be able to get up to speed rapidly and acquire a deep functional knowledge of the system. The worker will need to be able to communicate clearly, lead meetings, and be experienced in asking probing "what if, what about, type questions to stakeholders. The analyst will help customers express stories in clear and understandable ways and works with testers and customer representatives to help identify and verify acceptance criteria. They should have excellent written and verbal communication and presentation skills to articulate concepts, requirements, and rationale. They should be familiar with agile development processes and the ability to adapt to changing project requirements.

The analyst works closely with the Project Manager under general supervision, with appropriate latitude for the use of initiative and independent judgment.

Budgetary rate constraints apply to this requisition.

III. TERMS OF SERVICE

Services are expected to start 07/10/2024 and are expected to complete by 06/30/2025. Total estimated hours per Candidate shall not exceed 2032 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Parks and Wildlife Department. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4200 Smith School Road Austin Texas 78744. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Parks and Wildlife Department will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Parks and Wildlife Department.

V. OTHER SPECIAL REQUIREMENTS

This solicitation is for 3 positions: Systems Analyst 2. Rate offered for each position will be determined based on candidate experience and skills. NTE Rate for this position is $119.20. Due to Budget constraints, Texas Parks and Wildlife Department (TPWD) suggested NTE is $100.00/hr. Texas Parks and Wildlife Department will not consider resumes submitted for an amount higher than $100.00/hr.

Pre-screening results should be shared with TPWD. Pre-screening and resumes to be considered must be submitted by Vendor to by 5:00 PM CST on June21, 2024.

Upon offer, Candidate will be required to pass a Fingerprint Background check with IdentoGo and Vendor may be asked to update entity information and billing invoice schedule prior to award and onboarding (weekly timesheet portal access and monthly billing is preferred by TPWD).

Vendor may be required to update Accounting information. If applicable, must be returned via AP152 form to [email protected].

Additional terms may be awarded based on project requirements and funding availability.
