POSITION RESPONSIBILITIES
Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Strategy and Planning Support:
Apply knowledge of industry frameworks (IT Infrastructure Library (ITIL), National Institute of Standards and Technology (NIST), LEAN, Information Asset Management (IAM), International Organization for Standardization (ISO)) and Federal Regulatory Standards and Processes including Office of Management and Budget (OMB), Department of Energy (DOE), Federal Information Security Management Act (FISMA), North America Reliability Cooperation Critical Infrastructure Protection (NERC CIP) to strategic efforts, TT frameworks, systems and business mapping, and associated procedures and processes. Regulatory and security requirements must be included in all proposed options, recommendations, documentation and frameworks.
Conduct interviews and research to determine IT (Information Technology)/OT (Operations Technology) business requirements and translate them into potential future opportunities for strategic initiatives.
Collaborate with TT system owners, administrators, and users to document / map deep dive into the various Transmission Technology systems, system dependencies, primary function, additional / potential functionality, interconnecting systems, system owners, administrators and users, and the business functions each supports.
Identify gaps in system owners, SMEs and collaborate with BPA management and executives to address and document gaps.
Identify any duplicated system functionality and collaborate with SMEs, BPA management, and executives to address and document resolution.
Clarify and document business and organizational strategies, plans, functions, services, and processes.
Provide input, options and weighted recommendations to TTO and TT leadership in developing service strategies, processes, and deliverables.
Draft long-range strategies and goals for TTO in alignment with TT and BPA goals; present options and weighted recommendations to BPA manager and Transmission executives for review and further direction or approval.
Work with outside consultants, as requested, on a variety of BPA and organizational efforts such as asset management and workforce modernization. This work may include deep dive research and documentation, providing necessary information, or collaborating on recommendations for Transmission and BPA leadership.
Provide input and recommendations for alignment of service strategies with cross-organizational processes, such as project intake, prioritization, and demand management. Document and map BPA leadership preferred directions.
Draft, and recommend enterprise and organizational-level strategies, frameworks, models, contextual diagrams, and documentation management. This may include providing presentations to Transmission and BPA leadership.
Facilitate Risk Management Framework and supporting inputs, processes, documentation, and training materials; communicate and present options and the preferred framework to SMEs and BPA management to solicit feedback and further course direction.
As requested, organize and facilitate teams of co-workers on a variety of ad hoc and standing projects related to strategic efforts to provide options and recommendations.
Business Process Development:
Define and develop metrics on quality, efficiency, and cost-effectiveness of TTO service delivery and asset management. Develop processes and procedures to gather data, compile metrics, and present to TT and TTO management.
Provide input and recommendations on processes and procedures to improve efficiency, cost-effectiveness, and/or improve internal and external customer service; develop information system documentation to support efficient operations; prepare reports and written findings and recommendations; and monitor changes.
Identify and recommend opportunities for improving business processes through information systems and/or non-system changes.
Liaise between management, organizational end-users, technical experts, IT/OT specialists, consultants, and other BPA organizations in the analysis, design, development, testing, and maintenance of organizational policies, processes, and procedures to improve and verify optimal performance. Present results to BPA manager / leadership.
Plan, organize, facilitate, conduct, and document business process reengineering and improvement projects and/or management reviews.
Provide input to project team members on the impact of potential changes and potential solutions on business processes; prepare/draft and present written and verbal communications to internal teams, stakeholders, and leadership.
May serve as Project Manager (PM) for small, related projects and initiatives, as requested. This may include:
Organizing and facilitating project team.
Drafting and recommending project scope and timeline (and any budget requirements).
Obtaining appropriate resources from Program / Resource managers.
Seeking project and project change approvals.
Collaborating with BPA management and project team to meet project timeline and deliverables.
Maintaining consistent communications with BPA manager, project team, internal stakeholders and Transmission leadership.
Facilitating lessons learned meetings, documenting findings and future improvement recommendations.
Facilitate requirements elicitation and development process; facilitate workshops, present and validate findings; incorporated feedback and needed changes arising from user input.
Assist in the development / draft of business cases and incorporate feedback and changes arising from SME and BPA management input.
Collaborate with SMEs and users to identify, define, and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access, present findings and potential resolutions to BPA leadership.
Analysis and Communication:
Provide budget-related support to the group's manager / management by performing research, gathering data, conducting analysis and assisting with use of a budget tool. This work may also include identifying deltas and drafting justifications for budget requests for BPA manager review and finalization.
Analyze the feasibility of, and draft requirements for, new and enhancements to existing systems supporting Transmission Technology customer business processes and IT systems management tools.
Analyze, facilitate, model, and organize information to elicit requirements, reconcile conflicts, and distinguish solution ideas from business needs.
Perform technical interviewing of SMEs, infrastructure engineers and system administrators, in the Transmission Technology environment, to document key interactions and connectivity among enterprise technical solutions involving hardware, networks, security and applications.
Assist project managers with tracking and meeting business, schedule, and budget objectives; provide input to and recommend project plans, timelines, milestones, and objectives for related projects.
Support Organizational Change Management within technology projects, including mapping, documenting, and providing recommendations into changes to services, business processes, systems and technology, job roles and skills, and organizational structures.
Assist in creating and implementing change management plans and communications materials that minimize employee resistance, maximize employee engagement, and empower senior management as change sponsors.
Track, document, update and provide status reporting on changes for functional and business specifications.
Read and interpret functional technical and non-technical literature for end-users.
Create / draft Word documents, Excel spreadsheets, Power Point presentations, and Visio flowcharts in support of business strategy and development for BPA leadership review and acceptance.
Communicate with a wide variety of internal technical and business experts in both individual and group settings. This work may include meeting organization, arrangement, facilitation, business vs technical needs conflict resolution, and documentation of meeting findings and attendee input and feedback. Communication should include consideration of regulatory and security requirements consideration.
Maintain open and regular communication with BPA manager, any impacted SME, and Transmission Technology leadership.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Associate's degree in business administration, management, accounting, computer science or a related discipline is preferred.
Bachelor's degree in computer science, engineering, business management, organizational development or a related discipline is highly desired.
Level 3:
8 years of experience is required with an applicable bachelor's degree.
10 years of experience is required with an applicable associate degree.
12 years of experience required without a degree.
Experience should be consistent with the specific requirements of operations analysis and progressively more technical in nature.
Required Technical Skills & Experience (required on matrix)
Advanced skills with Microsoft Office Suite products, including Word, Excel, Visio, PowerPoint, and Outlook required.
