POSITION RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Coordinate, track, monitor and facilitate Real Property Field Services efforts to acquire land rights and permits on New Transmission Line Projects, Transmission Line Rebuild Projects, Transmission Substation Projects and Communication (Radio and Fiber) Projects.

Coordinate, track, monitor and facilitate the Real Property Services activities including support from Geospatial Services, Survey and Mapping, Real Property Field Services and the Realty Support Services group.

Coordinate with Transmission Engineering Project Managers (PMs) as well as the TER Project Management Team to develop/draft and recommend detailed TER project scopes and schedules that align with and conform to the associated overall Transmission Project Management (TEP) project schedule.

Coordinate with TER Resource Managers to verify project budgets and resource requirements for Availability-to-Promise (ATP). Compare financial data such as budget forecasts versus actual costs against the project estimate and report findings to Resource Managers.

In the absence of the primary point of contact (POC), serve as the secondary POC fielding questions, status requests and keeping the process moving for assigned projects including: Land Rights Reviews, Permission to Enter Property (PEP) documents, Location Line Reports, Land Acquisition Request (LAR) documents, appraisals and land acquisition document assemblies.

Track project status including stakeholder dependency milestones as well as Real Property Services' deliverable milestones, including the completion of: the majority of PEPs, LARs, appraisals, negations and land acquisition. Alert BPA manager, lead PM or other appropriate BPA personnel of any issues or concerns and provide mitigation / remediation recommendations for consideration.

Track Real Property Services (TER) dependency milestones including: proposed location of facility, final location of facility, vetted access road plan complete and land required date.

Identify project risks; complete a risk registry and provide options, including weighted recommendations, for risk responses for BPA management consideration and approval / adoption.

Monitor for risk triggers throughout the life of the project and implement BPA management approved risk response when requested. Reassess risks at key milestones throughout the life of the project and in collaboration and conjunction with the assigned Realty Specialist, develop / draft and recommend a plan of action to mitigate newly identified risks for BPA management consideration and approval / adoption.

Monitor and track the scope and schedules for multiple projects; notify the assigned project team of any changes to project scope to verify that the project schedule and estimate are current and kept up to date.

Monitor and track current staff resource commitments to verify that they are adequate to meet project demands. Report findings to TERR Supervisor, including alerting the Supervisor of any issues / concerns.

Validate documents and files are created, processed and maintained in accordance with compliance requirements and with Information Governance & Lifecycle Management (IGLM) standards and procedures. Verify that all official records are accurately maintained and accessible for auditing purposes.

Participate in the process improvement process, providing recommended new and/or revised processes and procedures to increase efficiencies or product quality; collaborate, assist and/or contribute to planning and implementation efforts for BPA management approved recommendations.

Upon BPA manager / Project Manager (PM) request / direction, attend project site visits to meet with project teams, stakeholders, and other internal and external interested parties, to validate project information and as may be needed to carry out other tasks as detailed in this API.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor's degree in business administration, management, organizational development, engineering, or a related technical discipline to Real Property Services is required.

This is a Level 1 position: 2 years direct work experience in a project management capacity, including all aspects of process development, planning, and execution is required.

Requires professional knowledge of the principles, practices, techniques, and underlying concepts of realty services, which may include surveying, mapping, land acquisition, easement permitting, condemnation, or experience coordinating projects that include these support services.

Required Technical Skills & Experience (required on matrix)

SharePoint experience sufficient for document management, including retrieving and storing project documents

Microsoft Project experience sufficient to create and update project schedules

Preferred Skills & Experience (optional on matrix)

Utility experience
