Short Description:
Under general supervision, the IT Business Analyst (BA) analyzes enterprise-wide customer business needs & participates in the planning, design & implementation of new or enhanced systems or reporting/analysis on multiple IT development projects.
Job Description:
A scope/statement of work defines the applicable boundaries, requirements, activities/tasks, deliverables/miles etc. for purchasing goods/services. The BA will incorporate or gather requirements and related exhibits/append business, IT, IT Security, Legal, and Procurement/Legal stakeholders. BA will obtain and assess vendor provide materials. BA will prepare any additional documents as needed to facilitate procurements. BA will facilitate reco between parties. BA will assist in gathering and documenting selection criteria for proposal evaluations. Candid interests and comply with Ethics/Code of Conduct rules of the State of Georgia. Candidate will be preparing but will not be participating in the actual GDOT evaluation, selection, or contracting processes
As time permits, BA may be assigned to GDOT IT Project teams to gather and translate business needs into product/solution requirements. The BA will work hand-in-hand with business, project, and management teams. analyze business needs, data, objectives, and processes. BA will translate user need into materials for success development. BA will conduct user interviews and joint-application-development (JAD) sessions. BA will identify rank user stories/use cases potential to improve business effectiveness/performance. BA will clarify and docum current/future state, business/application workflows, functional/system requirements, system interaction diagram requirements, data mapping, logical data models, metadata, screen mock-ups, and test cases. BA will actively development life cycle (SLDC) and transfer information to IT Project teams. BA will be responsible for demonst within work products. BA will validate requirements were met within developed products and facilitate completion BA will assist project manager in getting dates from business units to complete reviews.
Responsibilities:
Participates in the demand management process to assist the business in establishing business cases, scope,requests for new systems or existing system changes
Primarily support IT acquisition of products or services by developing scope/statements of work, compliance documents
Consults with project teams and architects to identify currently know solutions or performs market research
Gathers information/documentation from vendors or contractors
Translates business needs into requirements and functional/non-functional specifications Gather, clarify/define, and document scope, business scenarios, workflows, requirements, etc. Conduct interviews, workshops, and JAD sessions
Analyzes and validates business requirements and processes, identifies opportunities for process enhancemen identifies gaps in information
Uses a structured process to define priorities and opportunities and/or works with stakeholders to define the and options for improvements via subsequent phases Produces required work artifacts
Communicates and presents client's business requirements to implementation teams
Creates systems models, specifications, diagrams, and charts to provide direction to developers and system Works with the team to define acceptance criteria or other metrics/performance goals for the system
Provides status updates, completes weekly work time logs, updates work tickets weekly
Provide estimates and target dates for task completion for incorporation into project schedules
Work Terms and Conditions:
8 Hour workdays on a fixed schedule (i.e. not a flex-schedule), starting no earlier than 7:00AM Eastern Time, Eastern Time, Monday - Friday, 40 hours per week
Client has NOT specified a number of days onsite vs remote. However, local candidates (i.e. able to come of state candidates (i.e. remote worker). GDOT prefers candidates who can demonstrate they have the capabil schedule which is a combination of remote and in-office work. Candidate capacity (i.e. days they could come work schedule will be discussed during interviews.
The consultant will follow all applicable State of Georgia and Client policies, procedures, standards, guidelines
The position end date is set for the end of the Client Fiscal Year. Client may exercise the option to renew cont
Several successful consultants have continued working for several years with contract extensions. However, extend contracts and may terminate employment at any time.
When teleworking or working remotely, consultant must have suitable internet connection and environment policies.
Client will reimburse authorized travel expense lodging and meals. Client will reimburse authorized travel travel expenses to start work or relocate to Georgia or will not be reimbursed. All travel expense reimbursemen
The Department has 13 holidays, which consultants are not allowed to work nor make up any time for those management's approval. Consultants are not to take extended leave during their first year of service (e.g. great Consultant must have cell phone which can be used for business calls.
Client does not provide free parking. All routine commuting expenses are the responsibility
Required/Desired Skills
BS/BA in a relevant discipline (Computer Science, Information Systems, Engineering, etc.)
IT busines analysis work experience in software development, project management, or technology implementations/support
Experience with Microsoft Office Professional, including Visio
Experience with data and business process analysis
Experience in developing statements/scope of work for contracting and procurement
Work experience in reviewing software license, service, or support level agreements
Experience with procurements or solicitations, developing scopes of work or statements of work.
Strong analytical/technical skills, able to provide impact/risk assessments
Excellent communication, teamwork, and collaboration skills
Strong problem solving and organizational skills
Detail oriented, analytical mindset
Able to manage multiple projects/tasks at once; Results oriented and highly organized; Able to work in a fast-paced environment
