Overview:

The Sponsor seeks Project/Requirements Management support to ensure applications are updated to meet the data strategy and support development to the master data management plan.

IT Program ManagerThe Sponsor's office is responsible for implementing the Sponsor s data modernization strategy to have business enterprise data assets clearly defined and cataloged for use, secured based on regulations and policies, and easily accessed and governed via data stewardship. The Sponsor's portfolio has several legacy data management systems that need to be streamlined to align with the organization s enterprise data strategy. The Sponsor requires Project and Requirements Management support to ensure applications are updated to: meet the data strategy; support development to the master data management plan; and integrate into the enterprise data catalog. IT PM will assist the Sponsor with gathering IT program requirements and translating requirements into JIRA user stories for development in a ServiceNow Application. They will oversee development, schedule and strategy to implement requirements in a ServiceNow application. They will assist with IT collaboration across the multitude of data sources and interface partners to ensure business data usage is compliant with internal policies and enforced by the data governance strategy. IT PM will assist the Sponsor with collaboration across organizational boundaries via working groups and other means to ensure business data is captured in an enterprise data dictionary, data catalog, and master data management plan to provide a unified view of the data and its relationships across the Sponsor s enterprise. They will assist the Sponsor with aligning multiple projects across the enterprise and including the Sponsor s equities into Master Schedules. They will assist the Sponsor with streamlining or combining applications for business process improvement and when applicable, help with the decommission of legacy applications. IT PM will assist the Sponsor to ensure all organizational business entities are aware of the components of the data strategy and how the strategy affects their applications, data repositories, and data governance. They will assist the Sponsor with updating and managing data governance guidelines, policies, procedures and controls. They will ensure tasks are completed within the deadlines and tasking guidance from the Sponsor is clear and unambiguous. They will assist the Sponsor with the completion of all necessary programmatic artifacts required to effectively and successfully manage the program. Artifacts are to be maintained, and made available to the Sponsor organization in a repository approved by the Sponsor. IT PM will assist the Sponsor with providing executive technical writing support, editing, and integration of various sources into cohesive products and narratives. They will assist the Sponsor with composing and editing briefings, formal reports, documents, deliverables, and actions. They will assist the Sponsor with maintaining records, reports, documentation, operating procedures, internal memorandums, and compose correspondence as it pertains to IT project management.

1.(Mandatory) Demonstrated experience in technical project management and full life-cycle software development. 2.(Mandatory) Demonstrated experience managing and monitoring the progress of multiple concurrent and highly visible projects and requirements. 3.(Mandatory) Demonstrated experiencing using Jira for developing user stories, managing backlogs and sprints for requirements tracking. 4.(Mandatory) Demonstrated experience managing ServiceNow Application development. 5.(Mandatory) Demonstrated experience developing, documenting and tracking IT program requirements to ensure their implementation. 6.(Mandatory) Demonstrated experience with analysis and documentation of existing IT applications or processes to translate into customer requirements. 7.(Mandatory) Demonstrated experience developing IT application requirements into strategic roadmap approach and milestones. 8.(Mandatory) Demonstrated experience establishing and running working groups to achieve common IT goals. 9.(Mandatory) Demonstrated experience with trouble-shooting and analyzing customer challenges to provide support of data management or governance applications. 10.(Mandatory) Demonstrated experience composing, editing, and briefing business and technical formal reports, proposals, and project deliverables. 11.(Mandatory) Demonstrated experience with program reviews and control gates as it aligns with timelines and deadlines. 12.(Mandatory) Demonstrated experience supporting senior leaders or project managers to prepare executive plans and reports. 13.(Mandatory) Demonstrated experience with executive technical writing or editing to create cohesive products and narratives for various audiences, including senior leadership. 14.(Mandatory) Demonstrated experience in project management and strategic planning as it pertains to building enterprise-wide roadmaps and milestone formulation. 15.(Desired) Demonstrated experience with managing and delivering with Sponsor s Agile methodology. 16.(Desired) Demonstrated experience working in Sponsor's existing environment or supporting Sponsor s strategies. 17.(Desired) Demonstrated experience with analysis and design of enterprise IT applications. 18.(Desired) Demonstrating experience analyzing legacy applications to determine how they can be replaced with COTS tools. 19.(Desired) Demonstrated experience with Sponsor's portfolio and project management timelines or process as it adheres to program reviews and control gates. 20.(Desired) Demonstrated experience and knowledge of existing Sponsor data management tools and capabilities. 21.(Desired) Demonstrated experience working with Sponsor s community partners. 22.(Desired) Certified Scrum Master (CSM) or relevant work experience.
