Job Description:

This position serves as the application subject matter expert working on the implementation and post go-live support for the PeopleSoft Time and Labor implementation project. The role will assist in guiding the application users from the design/requirement gathering phase through the configuration and testing of the functionality. This module will be implemented as part of the larger project to implement PeopleSoft Time and Labor, Absence Management and move additional functionality to PeopleSoft Payroll, already in use. There will be a continuing effort to implement new functionality and process improvements throughout the project and post go-live. Perform other duties as assigned.

• Expertise in PeopleSoft Time and Labor Employment Terms, Pay Rules, and Work Rule set-up and functionality

• Provide functional support and configuration expertise on the PeopleSoft Time and Labor product and interfaces with PeopleSoft Payroll

• Advise the business on best practices related to configuration and processes

• Document business requirements and create/design solutions for any functional gaps

• Involved in all testing phases and issue resolution for the project – testing includes integration with PeopleSoft Human Resource, Payroll and Absence Management modules

• Support business operations and satisfy user inquiries, resolve issues and support application

• Collaborate with peers and customers to deliver and design solutions

• Ability to write specification for functionality designed to meet timekeeping requirements

• Modify or develop new reports in PeopleSoft Time and Labor as required

Knowledge, Skills, Abilities and other Requirements:

• Expert knowledge of PeopleSoft Time and Labor module

• Proficient in MS Office Applications (Excel, Word, PowerPoint, etc)

• Must be able to collaborate

• Strong analytical, problem-solving and troubleshooting skills with ability to identify problems and determine corrective actions

• Ability to work independently

• Ability to manage and report on many concurrent activities

• Ability to prioritize work and promptly resolve or escalate when necessary

• 3 to 5 years of working on PeopleSoft Time and Labor module

• Successfully completed at least one full life-cycle PeopleSoft Time and Labor implementation – implementing with PeopleSoft Human Resources, Absence Management, and Payroll is a plus

Minimum Qualifications:

Under varying levels of direction and expertise, is responsible for the on-going assessment, design, and development and implementation of enterprise wide business applications. Specifically, collect and transform large quantities of information into meaningful business requirements; develop and modify requirements documentation for the design, implementation and support of enterprise business applications developed by internal development teams and those acquired from a third-party vendor; critically evaluate information from various sources, distinguish user needs from actual business needs and partner with business users, project managers, programmers, consultants and IT leadership in optimizing the scope, benefits and risks of actual and proposed projects as well as assist in managing stakeholder expectations.

We are looking to fill positions with the following modules: Time and Labor, Human Resources, Payroll, Absence Management, Security Administrator, Human Capital Management, Finance, Systems Administrator, Benefits, Peoplesoft Developer.

General Tasks and Responsibilities Will Include:

• Analyze and document business requirements and processes; communicate requirements to technical personnel through the construction of basic conceptual data, process models and flowcharts, and technical specifications.

• Interview end users, stakeholders, and project sponsors in order to assess business needs; create business, functional and technical requirements documents based on captured data and in accordance with departmental protocol/standards.

• Convert information gathered into details including data sources, data and user types, interface components, interface navigation needs, reporting needs, and administrative system needs.

• Define external interfaces, constraints, quality issues and other non-functional requirements.

• Provide project management team with identified risks, concerns, and ambiguities discovered during the gathering of requirements; assist team in developing solutions.

• Partner with project managers to complete requirements documentation in accordance with project schedule.

• Plan, organize, facilitate, and lead meetings and workgroups as well as oversee and execute follow-up activities.

• Ensure software development team accounts for all defined requirements in coordination with quality assurance team. Ensure that all quality standards comply with internal policies and industry standards.

• Document changes to baseline requirements through standard change control process. Document software test plans, technical requirements, release notes, user and training guidelines and other materials.

• Plan, coordinate, and support unit acceptance testing and subsequent deployments in coordination with other team leaders.

• Perform end user and application support functions including problem solving and resolution of application function defects. Provide systems and application training.

• Provide training to and serve as a mentor for Junior Business Analysts and/or other appropriate project team members; manage and evaluate work products for assigned team members.

• Participate in the development of various departmental training initiatives.

• Identify opportunities for process improvements and provide analysis and propose change and communicate strategies.

• Participate in special projects as needed and performs other duties as assigned

• Work on other activities, as assigned.

Knowledgeable In:

• EHR (Electronic Health Record) vendor's application such as Allscripts and Epic is a plus and Other various Hospital applications such as Onbase, Incident Management Systems, ERP, etc.

• Experience and knowledge of the Microsoft Office Suite including Visio and Project

• Understanding of software User Interface design, software development life cycle or Joint Application Development, and knowledge or exposure to project management methodologies.

• Must be able to work independently as well as work as part of a fast-moving team

• Health Care Experience and Knowledge of New York City Health and Hospitals Corporation are a plus.

• Extensive knowledge in the characteristics of Information technology, computers, peripheral devices, communications systems and hardware capabilities, programming languages are a plus

• Network Services requires a telecommunications background and experience.

• Broad knowledge and expertise in the characteristics of computers, peripheral devices, communications systems and hardware capabilities, programming languages, E.D.P. applications, systems analysis methodology, data management and retrieval techniques.

Educational Level:

• A Baccalaureate Degree from an accredited college or university with a major in Computer Science, Systems Engineering, applied Mathematics, Business Administration, Economics/Statistics, Telecommunications, Data Communications, or a related field of study; and

• Five (5) years of progressive, responsible experience in the field of data processing, computer systems, and applications.

• Operations Specialty requires supervisory experience (5 years). or

• A satisfactory equivalent combination of training, education, and experience.

Years of Experience:

• Three years of experience gathering and documenting business and/or functional requirements using interviews, document analysis, workshops, surveys, site visits, business process descriptions, scenarios, business analysis, task and workflow analysis in an information technology, information services, business, analytics or related area: or

• A satisfactory combination of education, training, and experience.
