I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Job Description:

Position is expected to extend into FY25, Sept 1st.

The Developer position will be an Information Technology (IT) resource that will assist in the development of data transformations, particularly targeting master data management solutions, in support of the Health and Human Services Commission (HHSC) Center for Analytics and Decision Support's, Enterprise Information Management (EIM) team. As a secondary requirement, the candidate should be familiar with technical and business metadata management and the related acquisition and administration requirements for Informatica Enterprise Data Catalog (EDC) and Informatica Axon.

The Developer's responsibilities may include:

" Working with subject matter experts (SMEs) across agencies to collect and update technical and business metadata.

" Load collected technical business metadata into EDC and Axon.

" Administer EDC and Axon

" Develop ETL in Informatica Power Center and Informatica data quality.

" Develop data quality processes and scorecards.

" Perform outreach and communication with source systems to support change management automation adopted by source systems.

" Review and assessment of the design, implementation and management of security access roles and privileges for all types of metadata consumers.

" Identification and documentation of business processes.

" Other duties as assigned.

Essential Job Functions:

Contribute the development of ETL processes, particularly those targeting HHSC's Master Data Management (MDM) solution. Coordinate and communicate with cross-agency SMEs to review and confirm technical metadata gaps. Participation and knowledge in the development of processes and guidelines for Metadata Management - change management, metadata access and sharing. Communicate successfully with technical and non-technical groups to facilitate the coordination of project activities. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (10%)

Knowledge Skills Abilities:

Experience with using and administering Informatica Enterprise Data Catalog and Axon.

Experience Developing ETL with informatica Power Center and Informatica Data Quality.

Experience with Oracle DDL and DML.

Experience with SQL and data analysis.

Experience with security and data quality metadata.

Skill in communicating effectively - orally and in writing.

Ability to assess and utilize metadata information.

Ability to manage competing priorities, work under pressure, negotiate among multiple parties, resolve conflicts.

Initial Selection Criteria:

Required: Graduation from an accredited four-year college or university. Strong Informatica Metadata Manager experience. Strong EDC and Axon experience. Strong ETL development skills in Informatica Power Center and Data Quality. Strong SQL Experience. Experience with Oracle Databases. Experience with the Healthcare business domain. Experience working with Texas Medicaid Management Information System (MMIS) data and Texas Integrated Eligibility Redesign System (TIERS). Familiarity with agile software development lifecycle.

III. TERMS OF SERVICE

Services are expected to start 07/01/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 380 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W. 51st Street, Austin, Texas 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.

V. OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE:

Services are expected to start on or around July 1, 2024 and are expected to completed by August 31, 2024. Total estimated hours per Candidate shall not exceed 380 hours for FY24. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. Position is expected to extend into FY25.

WORK HOURS AND LOCATION:

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 701 W. 51st Street, Austin, Texas 78751.

Position will be 4 days remote with 1 day (Tuesdays) required to be onsite at the location listed above. Program will allow candidates who are within the state (Any location within the State of Texas).

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
