Summary:

 

The Vice President, Office of the Chief Information Officer (OCIO) is a critical senior IT executive and trusted partner to the CIO and Suffolk Management Committee, responsible for leading cross-functional management of enterprise information and technology. This role partners with the CIO to build enterprise IT strategy, governance, program delivery, and performance management and will develop methodologies and tools to optimize I&T operations.

 

Additionally, the VP ensures alignment between IT governance and performance, manages IT finance, workforce, and external suppliers, and incubates emerging IT capabilities such as the product operating model, innovation management, and digital transformation. The position requires a strategic focus on "doing the right things" and "doing things right," driving continuous improvement, and directly supporting critical enterprise-wide initiatives while partnering closely with business and IT leadership.

Responsibilities:
Primary Responsibilities:

 

Partner with the CIO to provide enterprise technology vision, strategy, and delivery with a bias towards action, ensuring IT initiatives align with business objectives through multi-year roadmaps.

Embed sustainable IT practices into technology roadmaps supporting ESG commitments.

Develop agile, lightweight governance frameworks that ensure compliance, mitigate risks, and maintain flexibility.

Oversee IT policies, performance management frameworks, and risk evaluation processes.

Create program delivery frameworks to manage the I&T program and project portfolio, prioritizing initiatives based on business value and strategic goals and measuring enterprise value creation.

Lead and monitor change management efforts to support digital transformation and adoption of new technologies.

Implement continuous improvement programs and encourage a learning culture by franchising I&T capabilities across the enterprise.

Promote adaptable operating models (e.g., DevOps, Agile) to swiftly respond to changing business needs.

Establish enterprise frameworks to manage I&T vendor relationships, optimize supplier performance, and ensure strong partnerships with internal and external stakeholders.

Nurture IT workforce strategy, including talent sourcing, training, and leadership development to foster long-term growth.

Facilitate strategic alignment between IT and business units through workshops and collaborative efforts.

Stay informed on market trends and emerging technologies to integrate relevant innovations into IT strategy and operations.

Direct the preparation, consolidation, and ongoing administration of IT budgets and business plans.

Lead an ongoing technology cost optimization program for the enterprise.

Monitor IT costs and value to provide executives with insights on the financial impact of technology initiatives.

Qualifications:

Job Requirements:

 

Bachelor’s or master’s degree in business, engineering, IT, or related field (or equivalent experience)

15+ years of IT practitioner and business/industry experience

10+ years of team management and leadership experience

Experience managing cross-functional teams and complex projects and collaborating with senior-level executives

 Knowledge: 

Strong leadership skills with a track record of team development

Expertise in budget planning, financial and workforce management

Knowledge of current and emerging technologies and their business applications

Proven innovation track record

Ability to improve operational efficiency and service delivery within IT

Strong communication skills, including translating technical solutions into business terms

Expertise in IT strategic planning, governance, and organizational change management

Business-minded, strong communicator, and credible with executives

Analytical problem solver and big-picture thinker

Advanced IT proficiency

 

Working Conditions:

 

Travel required: 10% (Domestic and occasionally international)

Telecommuting option: Hybrid (4 days in office per week)
