Title: Operations Analyst 3 (With ITIL)
Location: Vancouver, WA
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $58.85 $62.08 per hour
Formulate and apply various modeling techniques and other optimizing methods using a computer to develop and interpret information that assists management with decision making, policy formulation, process development or other managerial functions. Frequently concentrates on collecting and analyzing data, tracking and analyzing workflow, and developing decision support documents. May develop and supply optimal time, cost, or logistics methodology for program evaluation, review, or implementation.
Position Responsibilities:
Formulate simulation models of problems, relating constants and variables, restrictions, alternatives, conflicting objectives, and their various parameters.
Observe the current systems in operation and gather and analyze information about each of the parts of component problems, using a variety of sources.
Analyze information obtained from management to conceptualize and define operational problems.
Perform validation and testing of process models to ensure adequacy and reformulate models as necessary. Design, conduct, and evaluate experimental operational models in cases where models cannot be developed from existing data.
Collaborate with senior managers and decision makers to identify and solve a variety of problems and to clarify management objectives.
Break processes into their component parts and examine the relationships between them.
Define data requirements and gather and validate information, applying judgment and any applicable tests.
Study and analyze information about alternative courses of action to determine which plan will offer the best outcomes.
Prepare management reports defining and evaluating problems and recommending solutions.
Develop business methods and procedures, to implement solutions adopted by management.
Collaborate with others in the organization to ensure successful implementation of chosen problem solutions.
Position Requirements:
Education & Corresponding Experience
Associate's degree in business administration, management, accounting, computer science or a related discipline is preferred.
Bachelor's degree in computer science, engineering, business management, organizational development or a related discipline is highly desired.
Level 3:
8 years of experience is required with an applicable bachelor's degree.
10 years of experience is required with an applicable associate degree.
12 years of experience required without a degree.
Experience should be consistent with the specific requirements of operations analysis and progressively more technical in nature.
Information Technology Infrastructure Library (ITIL) Foundation Certification required.
Required Technical Skills & Experience
Advanced skills with Microsoft Office Suite products, including Word, Excel, Visio, PowerPoint, and Outlook required.
Technical interviewing skills required:
Possess functional/process interviewing skills in the business environment.
Possess ability to facilitate groups through process design and requirements gathering sessions.
Preferred Skills & Experience
Possess analytical skills to analyze data, identify quality assurance/quality control issues, and identify failure or maintenance trends.
Prior work experience implementing Lean Office or Lean Manufacturing principles is highly desired
Prior work experience and knowledge of industry frameworks (NIST, IAM, ISO) and Federal Regulatory Standards and Processes including Office of Management and Budget (OMB), Department of Energy (DOE), Federal Information Security Management Act (FISMA), North America Reliability Cooperation Critical Infrastructure Protection (NERC CIP) is highly desired.
Experience working in an electric utility sector control center is highly desired.
Experience in asset management is highly desired.
Experience in leadership is highly desired.
Experience with MS Project and SharePoint.
Experience creating presentation materials and presenting to Stakeholders, Sponsors, and Consultants.
Strong technical writing skills and the ability to present information in various forms such as text, contextual diagrams, and flow charts.
Familiarity with project management, tools, and phases of the project lifecycle
Understanding of how people go through a change and the change process, including familiarity with change management tools.
Data discovery and analysis skills and experience.
Experience with modeling of requirements, verification of deliverables.
Familiarity with business modeling and enterprise architecture frameworks.
Experience working with business subject matter experts to document requirements in support of business processes.
