Overview:
MTSI is searching for a highly skilled Program Director/Senior Program Manager to lead a team that supports development of first-of-kind space vehicles and missions.  This handpicked candidate must possess a combination of program management acumen and technical space expertise developing, designing, building, and integrating space hardware and software.  In this position, you will direct the System Engineering Technical Assistance (SETA) support to the Space Rapid Capabilities Office (RCO). The Space RCO program office, located at Kirtland AFB NM, is a small, streamlined organization with dedicated, organic acquisition support functions: contracting, financial management, human resources, security, program management and technical engineering support that are critical in enabling the rapid response required for highly classified space programs. The Space RCO mission is to develop and deliver operationally dominant space capabilities at the speed of warfighting relevance in response to Commander, U.S. Space Command requirements.  A successful candidate must be a proven leader and problem solver with an ability to direct superior results as leader of a high performing SETA team in a high-profile, fast-paced environment.

Responsibilities:
You will work in a small, highly empowered team where every team member is directly responsible for the success of the program.  Engineering responsibilities span technology domains including space rated hardware, software, sensors, and processors in an extremely fast-paced, responsive development environment.  This SETA candidate will provide in-depth background on satellite vehicle bus and/or subsystems to improve program office insight into state-of-the art commercial and legacy mission systems, and C2 requirements and capabilities.  You must apply advanced principles, theories, and concepts for highly classified systems, while also effectively communicating complex results with management and executive leadership.

 

Your essential job functions will include but may not be limited to:

 

Director of and lead Systems Engineering and Technical Assistance (SETA) for Space RCO.

Support rapid development and fielding of first-of-kind, highly classified space capabilities for operational space control architecture.

Principle advisor to Senior Material Leader on adversary kill-chain gap analysis and blue capabilities to address these gaps.

Key to Space RCO Combatant Commander (COCOM) engagement, space military utility assessments, and future Space RCO program planning.

Coordinate and execute space rapid capabilities efforts across DoD in response to COCOM requirements.

Assist program management in two-way clear, concise communication of Space RCO requirements reducing risk to efficient and effective acquisition.

Define complexities of space-centric command, control, and communication to Space Domain Awareness mission.

Expert in Joint Targeting (F2T2EA), CONOP & design reference mission (DRM) development, mission planning, & effectiveness for space domain.

Responsible for all SETA contribution to program planning, design, trade studies, and risk assessments on all advanced space systems.

Deliver Monthly Status Reports on all support efforts including updates in status and performance, major activities, challenges and opportunities, deliverables, and subcontractor performance

Communicate clearly, concisely, and with technical accuracy—oral and written.

Directly manage and negotiate SETA personnel hiring decisions, contract modifications, equipment/training/travel coordination, invoicing, CDRL deliveries, and all aspects of SETA subcontracting.

Qualifications:
Minimum fifteen (15) years DoD/IC, or relevant industry work experience.

Exceptional qualifications in leadership and program management.

Exceptional and/or unique qualifications in Space Vehicle development experience.

Understanding of space operational environment and corresponding mission user needs.

Knowledge of space system engineering, development, and manufacturing.

Experience working in a rapid acquisition and development organization.

Experience in DoD program management including program development and transition.

Experience with Integrated Master Schedules, and risk management.

Experience with Statements of Work (SOW) and Performance Work Statements (PWS).

Desired Requirements:

Ten (10) years of relevant DoD and/or Industry work experience with SAP and/or SCI.

Experience with System Engineering Technical Assistance (SETA) to a Government program office.

Experience with rapid prototyping.

Experience with integrated air, space, and cyberspace capabilities.

Experience developing, deploying, and maintaining ground mission planning architecture and software.

Experience with ACAT I/II level acquisition programs.

Experience using mission planning software systems.

Fluency with IC organizations.

Education Requirements:  

 

An applicable engineering degree from a program accredited by the Accreditation Board for Engineering and Technology (ABET) or possess a Professional Engineering license.

MA/MS/ME degree from a program accredited by ABET, (DESIRED).

Project Management Professional (PMP) certification or equivalent (DESIRED).

 Clearance Requirements:

Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility (no less than 5 years total SAP and/or SCI environment experience, with 1-year total within last 5 years) and willingness to submit to a Counter-Intelligence polygraph.

Candidate must maintain a TS/SCI clearance as a condition of employment.

U.S. Citizenship is required for this position.

Location: Full-time, on site in vicinity of Kirtland AFB NM, and will require travel up to 30% of time within the continental United States.
