Responsibilities:
Project Overview: Builds solutions for the DOD that manages complex processes and connects small businesses with the DOD. REI also supports the Quality Assurance of the DMDC program which contains the health records of the Armed Services, Veterans and their families. The employee will grow REI's presence in these projects as well as grow the account as a whole
Position Overview: This role is a blend of technical leadership, strategic innovation, and competitive solution development, focused on driving REI's growth and technical excellence. The individual will analyze and recommend new technologies, lead Agile development teams, and architect scalable solutions, particularly in cloud environments like AWS. They will support proposal development, mentor talent, and align technical strategies with business objectives. With a strong background in modern technologies and multi-vendor environments, this role plays a key part in fostering innovation, strengthening partnerships, and delivering solutions that meet both internal and client needs.
Develop Competitive Solutions for REI's Growth
Support decision-making in lead identification and qualification, while contributing to capture strategies across REI's offerings. Develop competitive, persuasive solutions for approved captures and proposals, aligning REI's unique value proposition (UVP) with market needs, and working within RFP constraints to present REI's full suite of competencies.
Identify and Exploit New Technologies
Analyze and recommend emerging technologies to meet business objectives, contributing to REI's technology strategy. Present solutions to senior officials and internal stakeholders, offering expert advice on adoption strategies, application standardization, and process improvements. Maintain technology radars and contribute to REI's process asset library.
Technical Leadership in Enterprise Agile Environment
Provide thought leadership in Agile development, overseeing project lifecycles and POC initiatives. Mentor teams, advocate for best practices, and deliver robust AWS architectures. Drive collaboration across internal and external teams, ensuring efficient, scalable solutions while managing multi-vendor environments.
Develop Capacity and Build Talent for REI
Support recruitment, talent development, and retention by leading Communities of Practice (CoPs) and Centers of Excellence (CoEs). Mentor teams, share best practices, and build networks of core competencies across REI, offering expertise without becoming a key resource.
Support Business Strategy
Drive innovation, incubate new competencies, and contribute to REI’s overall strategy. Strengthen partnerships, manage the innovation backlog, and ensure alignment with business priorities and approved budgets.
Work and Technical Experience
Extensive experience in software development and leadership within Department of Defense and analytic teams, specializing in cloud, mobile, and modern technology platforms. Expertise in Agile methodologies, end-to-end solution development, and architecture across various domains, including extensive use of AWS for cloud-native applications.
Qualifications:
Basic Qualifications:
12+ years of comprehensive experience in architecting sustainable enterprise-scale architectures, cloud applications, and solutions, including enterprise systems modernization, cloud-native architectures, microservices, and containerized applications.
5+ years of experience within the Department of Defense.
Strong self-motivation and focus on delivering outcomes.
Ability to meet proposal deadlines for the team.
Strong persuasive writing and presentation skills.
Ability to effectively communicate with both technical and business stakeholders.
Ability to work in a self-organized and cross-functional team.
Ability to iterate and adapt based on new information, peer reviews, and feedback.
Strong conflict resolution skills, ensuring team alignment on program goals.
Preferred Skills:
Demonstrated continued learning through one or more technical certifications or related methods.
Secret Security Clearance.
Education: Bachelor’s degree in relevant field. A master’s degree in business, public administration, public policy, or relevant field (preferred).
Clearance: Due to federal contract requirements, U.S. citizenship is required. Candidate must be able to obtain a Public Trust.
