NYS Department of Health (DOH) is seeking a Software Analyst Expert to provide data analysis support and UAT support for the NYWIC Management Information System, which is in the maintenance phase. NYWIC is a State-hosted, vendor-maintained web application that is used to deliver nutritional benefits to New York's women, infants and children in need; also used for vendor management, investigation case management, research and reporting to USDA.
Day to Day task include:
Day-to-day tasks may include but are not limited to:
Develop, test and execute Oracle SQL queries against the schema of the Production NYWIC database upon request, for program validation and data analysis
Develop and maintain a library of SQL queries that can be executed on a recurring basis with different parameters, for similar requests
Assist DOH program staff in understanding NYWIC data structures within the NYWIC modules, for developing new report requirements
Assist DOH program staff in developing new ad-hoc queries within the NYWIC Datamart OBIEE system, using defined user guidelines and additional guidance from the NYWIC Datamart team as needed
Work with NYWIC Datamart team members, program staff, and the NYWIC application vendor as needed to develop a knowledgebase of system data mappings between the NYWIC application and the Datamart, for program assistance
Participate in review and/or documentation of regression test scripts for user acceptance testing
Provide general support for user acceptance testing efforts
Work closely with ITS and Program managers to ensure adherence to standard policies and procedures
Requested Qualifications:
84 months of experience creating SQL queries and stored procedures using Oracle PL/SQL
84 months of experience meeting with business staff to elicit business requirements
84 months of experience working with business staff or end users to analyze or troubleshoot Oracle reports
84 months creating software documentation including functional specifications and technical specifications
48 months of experience preparing or facilitating the creation of testing scenarios and test scripts
36 months of experience creating user documentation such as user guides or training presentations
36 months of experience using OBIEE (Oracle Business Intelligence Enterprise Edition), including end user experience
Bachelor's Degree in an Information Technology related field, from an accredited institution.

Full time role with engagement length of 24 months
Daily work hours: Preferred hours 8:30-5:00
