Responsibilities:
Responsible for program oversight, management and delivery of all investment related activities within the assigned program portfolio; selection, prioritization and integrated delivery roadmap. 

Designs program controls for swift mobilization, delivery and value realization. Provide operational leadership for programs. 

Consistently delivers against agreed investment plans across the enterprise; is responsive and realistic about time/resources to deliver. Applies systematic thinking to identify new solutions. Able to win impact and influence regardless of organization boundaries and relationships. Is personally credible and maintains confidence and trust.

Responsible for the delivery of a portfolio of programs and projects and ensures success criteria are defined and achieved.

Develops strategic pathways, and processes to transform from program/project to product mindset

Partners closely with IT Senior Leadership; focuses on efficiency and transparency and continues to enhance operational experience

Engages with business units and leads activities that will help the company transform toward strategic goals.  This role has responsibility ensuring tight sequencing including orchestration of cross program/team dependencies.

Facilitates demand management practices to balance capacity with demand in support of the rolling program delivery process.

Maintains dotted line responsibilities to influence and coach project and program managers in the IT organization.

Owns program delivery roadmap and schedule, including critical milestones.

Develops an implementation plan with an eye on budget, scope, timeline, and resources.  

Finds creative solutions to maximize resource capacity including employees, contractors, professional services, and onshore/nearshore/offshore resources.

Provides input into the creation/ development/update of standardized Project / Program Management artifacts/ methodology in collaboration with the PMO; leads continuous improvement efforts to elevate effectiveness of IT delivery overall

Defines standards of program health KPIs (on time, on budget, on scope, on quality, on value).  

Practices transparency by publishing executive level scorecards, dashboards, status reports, and metrics to the broader organization.

Builds program management discipline and ensures off track programs have action plans to get on track.

Drives excellence and best practices in multi-delivery methodologies (e.g., Agile, scrum, Kanban, waterfall, etc.).  Adept at implementing appropriate methodology that is best suited to the program characteristics.

Coaches more junior program managers and project managers on effective program delivery.

Owns the consolidated high-level tracking/reporting of the end-to-end investment portfolio from intake/discovery, governance, and project delivery for the committee

Works with stakeholders to present and recommend changes (SBARs) and memorializes key decisions

Oversees program budget and is accountable for accurate financial forecasting and budget management.

Coordinates with Finance to ensure Accounting processes are followed and that necessary CIP/Activity tracking codes are in place

Understands the financial commitments of the program and works to approve associated spend on Purchase Orders

Understanding of Finance and Accounting principles in relation to project budgets, purchasing and analysis of financial results  

Remote eligible.

Qualifications:
Bachelor’s Degree preferred or equivalent work experience.

10+ years of program and project management experience. Leadership experience managing cross functional teams. Capable of building strong relationships and collaborating with executive level stakeholders and business partners.

Completed at least one full implementation from start to finish as a Program Director/Program Leader.

Experience leading large programs, spanning multiple years, that include several interconnected projects that holistically deliver a set of program objectives.

Experience leading programs/projects greater than $50M and staffing of 100+ resources required

Previous experience in Healthcare IT required

Significant experience using and optimizing Project Management tools i.e. Planview, MS Project, ServiceNow required

Experience in implementing, monitoring and optimizing project management methodology required.

Project Management Professional (PMP)® Certification preferred.

Experience in vendor negotiations

Experience managing, leading and coaching project leaders and staff

Embodies and demonstrates teamwork; motivates team towards excellence

Superior and proven people management skills.

Experience using Google Workspace preferred
