Job Title: Programmer Analyst Specialist

Duration: 12 Months Contract with possible extension

Location: Richmond, VA (Hybrid)

Will follow hybrid schedule of 2 days onsite/3 days remote.

Job Description:

" This role will be hybrid in nature, successful candidate will have GIS knowledge and IT skills.

" In this position, work closely with DEVA IT GIS UN(Utility Network) Teams to establish solutions to make them successful, broaden the effect of GIS UN within DEVA and help shape the evolution of the UN solution while promoting the use of Esri technology to enable success and support its configuration development in Desktop, Mobile & Web deployment.

" Demonstrated ability to establish and maintain a high level of customer trust and confidence in the Information Technology teams' knowledge of and concern for the customer's business needs.

" Demonstrated ability to seek out and understand customers' issues business needs Demonstrated ability to handle deadlines and pressures Demonstrated ability to work with all levels of employees and to influence and impact others. Demonstrated ability to create a network of relevant individuals to solve operational problems.

Responsibilities:

" Help IT & GIS UN Teams translate requirements in GIS technology-driven solutions through the implementation of Esri's enterprise GIS technology.

" Collect, organize, and prepare use case requirements objectives, and workflows to translate into meaningful design build and test plans.

" Analyze and interpret business and technical problems and distill them into manageable and practical solutions or tasks.

" Provide GIS technical guidance and advice.

" Support and Lead project teams during requirements, analysis, design, build, and rollout

" Support external DEVA subcontractors' requirements tasks.

" Support Manage subcontractors, GIS Engaged Providers with relationships and project expectations.

Requirements:

" Significant, proven experience applying GIS technology within electric and gas utilities sector.

" Domain expertise throughout the electric and gas utilities including electric and/or gas distribution and transmission, substation.

" Experience with Esri products (Pro, Online, Portal, ArcGIS Utility Network) to solve complex business problems.

" Experience with desktop, client/server, and Internet applications, and architectures

" Familiarity with RDBMS and geodatabase design techniques and concepts

" Demonstrated professional experience applying electric and gas utilities GIS data management frameworks.

" Knowledge of software development methodologies

" Experience in the integration of ArcGIS with common utility enterprise systems, such as: asset management, work management, network analysis, Advanced Distribution Management Systems (ADMS), Outage Management Systems (OMS), customer information

" Knowledgeable of utility workflows and how they are applied through GIS, example: inspection & integrity management, asset management, right-of-way corridor, design, construction, network analysis, integration with other systems(SAP/WMS).
